Sri Lanka struggling at 89-2 against Pakistan


LAHORE: Sri Lanka were 89-2 in their first innings at lunch on the opening day of the second Test against Pakistan at the Gaddafi Stadium here on Sunday.

After Pakistan captain Younis Khan won the toss and put Sri Lanka into bat, Malinda Warnapura and Tharanga Paranavitana opened the innings but both the openers lost their wickets to paceman Umar Gul.

First to go was Warnapura, caught by Misbah-ul-Haq at slip in the fifth over for eight runs and later Paranavitana went for 21 caught at gully by Shoaib Malik. Thus, Sri Lanka lost two wickets for 35 runs.

Then Kumar Sangakkara and captain Mahela Jayawardene got together and carried the score to 89 by lunch.

Sangakkara is batting on 30 while Jayawardene, who made 240 in the previous Test, is on 25. Both have so far added 54 runs for the third wicket.

Jayawardene is playing his final Test as captain.

Umar Gul claimed two wickets for 26 runs while debutant pacer Mohammad Talha, Yasir Arafat and leg-spinner Danish Kaneria did not yet took any wicket.

Artificial shortage of petroleum products begins


RAWALPINDI: Artificial shortage of petroleum products has been reported in different parts of the country including Rawalpindi one day ahead of a possible revision in prices by the government.

The shortage is being witnessed even after Finance Advisor Shaukat Tarin had already ruled out any reduction in the POL prices in near future.

According to sources of Oil Companies Advisory Committee the sale of petroleum products was recorded at 2,000 to 2,500 tonnes on February 26 which normally remains around 4,000 to 4,500 tonnes.

Flour mills to supply 70,000 Atta bags at Sunday Bazars


LAHORE: Pakistan Flour Mills Association (PFMA) has announced to supply 70,000 bags of Atta to Sunday Bazars.

PFMA spokesman said steps are being taken to ensure smooth supply of Atta in Lahore city with the help of Food Department.

The flour mills will supply Atta in their own trucks at Sunday Bazars.

Nawaz says he wants nothing but restoration of judges


LAHORE: Muslim League-N Quaid, Mian Nawaz Sharif has said that President Zardari shouldn’t take ahead Pervez Musharraf’s dictatorship and added, “If he doesn’t want to do anymore, then let him only restore the judges and ML-N will not put any stumbling bloc for his government until five years.”

ML-N Quaid told in Geo News program ‘Jawabdeh’ that he was not against reconciliation, democratic revolution could set the country to a direction., for which, the rallies and processions should be peaceful. He further said that Asif Zardari was in haste for rushing to the mid-term elections. He has no personal grudge against him. He said that the judges were under pressure of Zardari and he was not asking any favor for himself. He said that if the democratic revolution comes, then Pakistan would be saved.

He said that if the Governor rule ends and judges were restored, then an understanding could be arrived at. Nawaz advised prime minister to tell the truth to the nation through parliament. He said except Altaf Hussain and Zardari, no one supported the court’s decision. He said that the people have also given their decision against this unconstitutional decision.

5 of a family die, as car collides with truck at Rawalpindi


RAWALPINDI: In a deadly car-truck collision here, five persons of a family died, while thee others were injured.

Sources said that a speedy car rammed into a truck on Dharnal Road at Pindi Ghaip area here, which resulted in the death of five persons of the same family, while three others were injured.

Three women and two men were included among the dead. The dead and the injured have been shifted to the hospital.

Ms. Benazir had kept Nawaz’s record ready: Shaikh Rashid


KARACHI: Shaikh Rashid Ahmed has alleged that Ms. Benazir Bhutto had had Nawaz Sharif’s record ready after signing the Charter of Democracy while a similar record was also with Pervez Musharraf.

In Geo News programme ‘Meray Mutabiq’ Chief of Awami Muslim League Shaikh Rashid also revealed the formula of the government which would have been formed under the National Reconciliation. The order of the set up would have like this: Pervez Musharraf on the top position, Ms. Benazir Bhutto as prime minister, followed by Q-League, then Asfandyar Wali and then Fazl-ur-Rehman.

Shaikh Rashid said Ms. Bhutto had advised to set a date (of office tenure expiration) for Justice Iftikhar Muhammad Chaudhry.

“The ten points formula also included that Pervez Musharraf would contest the presidential elections without uniform,” he said.

Justice Iftikhar Chaudhry had Pervez Musharraf write that he (Pervez Musharaf) would abandon the uniform after elections.

Shaikh Rashid said there was no mention of Zardari in the formula. However, one of the points was that his cases would be dropped.

“Musharraf wanted the NRO after the election while Ms. Benazir Bhutto wanted it before,” he said.

Sunni Tehreek forms ‘Pakistan Inqalabi Tehreek’


KARACHI: Head of Sunni Tehreek has formed its new political wing called ‘Pakistan Inqalabi Tehreek’, announced Head of ST Sarwat Aijaz Qadri.

In his address at Janaisaran-e-Mustafa conference here at Nishter Park, Sarwat Aijaz Qadri said: “We condemn the implementation of Shariat on gunpoint.”

He said Masood Azhar is an agent of Indian intelligence agency RAW who came to Pakistan after receiving training from India.

ST Chief said it is regrettable that governor, chief minister and ministers did not get security clearance in their own city.

He said the ST workers are being subjected to target killing and the murders are moving around freely.

On the occasion, he demanded arrest of the killers of Nishter Park carnage.

Violence in tribal areas claims 14 lives


PESHAWAR: Fourteen people have been killed including 4 security personnel in separate incidents of violence in tribal areas including Dera Ismail Khan.

Two persons were killed by firing of unknown armed men at Daraban Road in DI Khan.

In another incident militants opened fire on security forces convoy, killing two security men in Tehsil Lakro of Mohmand Agency while a bomb attack on security forces convoy killed 1 personnel and injured another.

Militants took two personnel of Khasadar force in Tehsil Jamrod of Khyber Agency. One security men was killed in an exchange of fire.

Militants killed 6 persons involved in various crimes in Lower Orakzai Agency.

President cannot undo SC verdict: Sherry, Naek brief envoys


ISLAMABAD: Federal Minister for Information and Minister for Law in a briefing to foreign envoys said the President cannot undo the verdict of Supreme Court regarding the disqualification of Sharif brothers.

Information Minister Sherry Rehman and Law Minister Farooq H. Naek gave briefing to the foreign envoys on the current situation of the country here in Foreign Office.

The Federal ministers said the President only had the power to condone the punishment of Sharif brothers which he did but it is beyond the President’s powers to undo the verdict of the apex court against the PML-N leaders.

Some of the envoys questioned as to whey they were being briefed on the issue of Sharif brothers which, they saw as purely an internal matter of Pakistan. The Federal ministers replied that the briefing was arranged because some of the embassies enquired about the issue of Sharif brothers.

Zardari signals Raisani to play his role for reconciliation with PML-N


ISLAMABAD: President Asif Ali Zardari has signaled Balochistan Chief Minister Nawab Muhammad Aslam Raisani to play his role for reconciliation with the Sharif brothers.

According to reliable sources, the Balochistan Chief Minister had successfully convinced the President and Prime Minister that the country cannot afford a tug of war at this point in time.

He was of the view that the Federation should improve matters with its federating units so that the country could be put on a right path.

Nawab Aslam Raisani will soon be holding meetings with the Sharif brothers to hammer out reconciliation between them and the Federation.

Nawaz should register protest in democratic manner: Altaf


KARACHI: Muttahida Qaumi Movement (MQM) Chief Altaf Hussain has said political point scoring is underway in the country in the name of independence of judiciary.

In a telephonic address to MQM Labour Division on its 22nd foundation day, Altaf Husain appealed to the Pakistan Muslim League-N Chief Nawaz Sharif to register his protest in a democratic manner instead of adopting a path of confrontation.

“Pakistan cannot afford confrontation at this point in time, therefore, all the political and religious parties should work in the greater interest of the country,” MQM Chief said.

He said Pakistan’s stability and integrity should be the foremost priority for all at this moment.

Three killed celebrating Basant in Punjab


LAHORE: Three people lost their lives and scores others were injured while celebrating Basant festival in various cities of Punjab on Friday.

Five seriously injured were admitted to a local hospital.

According to details, three men were killed in separate incidents of falling off roofs and firing in Sargodha, Shorkot and Kamonki.

Basant was celebrated in different parts of Punjab including Shaikhupura, Kasoor, Sahiwal and Okara in spite of the ban.

Firing amid Basant celebration in Kamonki killed a teenaged girl while two young men died after falling off a roof in Sargodha and Shorkot.

Similarly, more than 40 people were injured while flying kites or running after them in Kasoor, 5 of them injured critically were shifted to the General Hospital Lahore.

Two men of Khasadar Force abducted in Khyber Agency


PESHAWAR: Militants have abducted two personnel of Khasadar force and killed one in an exchange of fire here in Tehsil Jamrod.

According to sources, militants abducted 2 men of Khasadar force from Ali Masjid area which led to the exchange of fire between militants and Khasadar personnel. This resulted in the killing of one man of the force.

Media to be hit first if democracy derailed: PFUJ


ISLAMABAD: Pakistan Federal Union of Journalists (PFUJ) expressing concern over the political turmoil in the country, has said that the media will be hit first if the democracy gets derailed.

PFUJ in its statement today expressed its disappointment on the decision of Sharif brothers disqualification and imposition of Governor rule in Punjab province.

It said after very long time journalism saw the dawn of freedom and expressed fear that if the democracy was dismantled its very first victim will be the media.

The nation cannot tolerate another attack on the freedom of press and if it happens PFUJ will come out hard against it, the statement further said.

PFUJ has appealed to the democratic forces to have a deeper political vision in the current political crisis.

NA session convened for Saturday


ISLAMABAD: President Asif Ali Zardari Friday summoned the National Assembly session to meet on Saturday to discuss prevailing situation, arose after the apex court verdict, disqualifying PML-N leaders Mian Nawaz Sharif and Mian Shehbaz Sharif.

According to a notification, “In exercise of the powers conferred by clause (1) of Article 54 of the Constitution of Islamic Republic of Pakistan, the President has been pleased to summon the National Assembly to meet in the Parliament Building Islamabad on Saturday, February 28, 2009 at 1600 hours.”

Minister for Parliamentary Affairs Dr Zaheeruddin Babar Awan said that the session has been summoned in wake of the situation after the disqualification of Sharif brothers, adding that the political parties should raise every issue in Parliament, not in street.

Punjab CM will be from PPP: Farhatullah

Talking to media after the meeting of PPP’s parliamentary party Punjab held under the chairmanship of President Zardari, he said the meeting had expressed its confidence in the leadership of President Asif Ali Zardari.

He said the Punjab CM will be from PPP and that President Asif Ali Zardari will nominate the candidate for the post.

Cabinet regrets Sharifs’ disqualification


ISLAMABAD: The Federal Cabinet has termed decision to disqualify Sharif brothers as regrettable, but said it was according to law.

The cabinet also agreed on moving a summary to President Asif Ali Zardari for summoning National Assembly session tomorrow (Saturday), to discuss the prevailing political situation in the country.

Prime Minister Syed Yousuf Raza Gilani said he wanted to take the cabinet into confidence about the political events unfolding since the disqualification of Mian Nawaz Sharif and Mian Shahbaz Sharif.

"The cabinet declared the decision to disqualify the Sharif brothers as regrettable, but according to law," a statement said.

The meeting unanimously condemned the desecration of the Shaheed Mohtarma Benazir Bhutto memorial by some PML-N activists in Rawalpindi and also condemned the burning and destruction of public property in different places.

The cabinet called upon all the political workers to keep their cool and refrain from destruction and burning of public property.

"The cabinet strongly condemned the indecent language used by PML-N leaders and activists against President Zardari. It was also observed that the President was the symbol of the federation and deserved due respect," the statement said.

No evidence on Kasab’s entry into India via Pak sea route: CNS


KARACHI: The Chief of the Naval Staff (CNS), Admiral Noman Bashir said on Friday that no evidence has been provided that Ajmal Kasab had gone to Mumbai from Pakistan.

He was addressing a news conference in connection with exercise 'Aman 2009' to be held in Pakistani waters from March 5 to 14.

When asked a question about Ajmal Kasab, the CNS replied that no evidence has been provided that he travelled to Mumbai from Pakistan.

The CNS said that India claims that some people from here had travelled in the boats. He said it was difficult to comment on this unless it is supported by evidence.

Admiral Noman said that the information he has with him so far does not prove that Ajmal Kasab had boarded a boat from Karachi. He said even if Ajmal Kasab had gone from here and entered the Indian waters, where were the Indian Coastguards and the Indian Navy.

The CNS said that there are a number of questions in this regard which need to be answered. He stated that the Government of India should provide evidence to the Government of Pakistan for investigation.

Admiral Noman said that the Indian claim from day one is that those responsible for the Mumbai attack had entered from the sea route. He said that the Indian Navy is 10 times bigger than that of Pakistan while the Coastguard was 12 times bigger than that of Pakistan.

Central contract not signed by 9 senior cricketers

LAHORE: Nine senior cricketers have not signed the central contract despite heavy offers made to them. Captain Younis Khan and vice-captain Misbah-ul-Haq are also among them.

The Pakistan Cricket Board (PCB) offered the central contract to 27 cricketers. Those who have not so far signed the new central contract are Shahid Afridi, Danish Kaneria, Salman Butt, Kamran Akmal, Sohail Tanveer and Rao Iftikhar Anjum besides Younis and Misbah.

According to media reports, the players expressed their reservations because of conditioning their TV contracts with the Board permission and depriving them of their salaries while playing county cricket.

NA session summoned tomorrow


ISLAMABAD: An important National Assembly session will be held tomorrow (Saturday).The federal cabinet has decided, in a meeting, to call National Assembly session tomorrow at 4 pm. According to reports, the session would discuss the imposition of Governor-rule in Punjab and it would be endorsed from the house.Prime Minister Syed Yousuf Raza Gilani is chairing a special meeting of the cabinet. The meeting is reviewing situation in Punjab after imposition of Governor-rule and its political and administrative implications.Earlier, PML-N members Hanif Abbasi, Haji Pervaiz and Shaikh Aftab had submitted a requisition to summon NA session.


Protests continue over Sharif brothers' disqualification


LAHORE: Protests continued for third consecutive day in the wake of a Supreme Court verdict declaring former Prime Minister Nawaz Sharif and his brother Shahbaz Sharif ineligible to contest elections. The cases have been registered against 300 leaders and activists of PML-N on charges of rampage.In Karachi, lawyers have abandoned the court proceedings in City Court to express solidarity with Sharif brothers. PML-N lawyers former Law Minister Salim Zia, PML-N lawyers’ forum’s Arshad Jadoon and others observed hunger strike within the premises of City Court.Meanwhile, Lahore lawyers boycotted the proceedings of the courts in protest. Q, N-Leagues, if united, could restore Punjab Govt. tomorrow


RAIWIND: Muslim League-Q leader, Ijazul Huque has said that the way public mandate in Punjab was ravaged is highly condemnable.Following a meeting with ML-N Quaid, Mian Nawaz Sharif, Ijaz told media that President Asif Zardari’s actions were similar to that of General Pervez Musharraf’s November 3 action. He said that repealing of 17th Amendment for stabilizing parliamentary system was necessary. He said that Q-League Secretary General, Mushahid Hussain has condemned this action of the government.When quizzed, he said that the Q-League leadership presently not preferring making alliance with anybody and a decision in this regard would be taken after consultations in the party meeting. PML-N submits requisition for NA session


ISLAMABAD: Pakistan Muslim League- Nawaz (PML-N) has submitted a requisition to summon National Assembly session.According to reports, PML-N members National Assembly (NA) Hanif Abbasi, Shaikh Aftab and Haji Pervaiz have submitted the requisition in NA secretariat. 92 members of PML-N have signed the requisition.


Cases against Hanif Abbasi, 300 activists of PML (N)


RAWALPINDI: Police on Friday registered cases against two MNAs and 300 local leaders and activists of PML-N on charges of rampage.According to reports, the cases against MNA Hanif Abbasi, Pervaiz Khan, PML-N leader Sardar Nasim and other 300 local leaders have been registered in city, Gunj Mandi and Waris Khan police stations.


Kurram Agency Toori abducted persons couldn’t be recovered


PESHAWAR: Even after lapse of five days twelve abducted persons of Toori tribesmen could not be recovered.Sources said that that some armed persons had abducted twelve persons of Toori tribesmen on way from Kuram Agency to Peshawar from Tootkas area and one trying to escape was shot dead. Despite lapse of five days, the kidnapped persons could not be recovered.Toori tribesmen have demanded immediate release of the abductees and ensuring safe travel on the Peshawar-Kurram main highway.


LHC 16 judges’ appointments notification issued


LAHORE: The notification for the appointments of 16 Lahore High Court (LHC) judges has been issued.Sources said that the ministry of law has appointed 16 more LHC judges, which has taken the number of judges in LHC to 52.Chaudhry Naeem Masood, Arshad Mahmud, Jamshed Rahmatullah, Akhtar Khan, Abdul Sattar Goraya, Nazir Laghari, Zulfiqur Bukhari, Imtiaz Rashid Siddiqui, Shafqat Abbasi, Pervaiz Enayet Malik, Anwarul Huque, Habibullah, Irfan Qadir, Ehtesham Qadir, Jameela Jahan Noor and Lahore High Court’s Registrar, Pervaiz Chawala were included among the newly appointed judges. It may be recalled that LHC judges’ strength stands at 60 and eight vacancies srill exist.


Security tightened in Lahore


LAHORE: Heavy police contingents have been deployed in different parts of city as PML-N announced protest rallies today against Sharifs disqualification.PML-N will hold protest rallies after Jumma prayers today; therefore, DCO Lahore has called Rangers to maintain law and order and avoid any untoward incident. Heavy police contingents have been deployed on sensitive place and key roads.


PML(Q) forward bloc members meet Sharifs


LAHORE: A 29- member delegation of PML (Q) forward bloc met with Sharif brothers.According to reports, Mian Ata Muhammad Manika headed the delegation that called upon Mian Nawaz Sharif and Mian Shahbaz Sharif here on Friday. PML (Q) forward bloc members denounced the imposition of governor rule in Punjab and extend their full support to PML (N) leader.Mian Nawaz Sharif at this occasion said he is struggling for the supremacy of constitution and judiciary.


Brahamdagh Bugti involved in Solcki’s abduction: IGFC


QUETTA: Inspector General Frontier Corps Maj. Gen. Salim Nawaz has said terrorist activities are still being carried out in the province despite government efforts for reconciliation. Addressing a press conference, he said FC has foiled a major terrorist act in the province by seizing a heavy stock of weapons. These weapons were to be smuggled to different parts of the country from Afghanistan.To a question, he said no operation is being carried out in any part of the province for the recovery of John Solecki because it is feared that his abductors might kill Solecki on seeing the security forces approaching.IG Frontier Corps said Brahamdagh Bugti is reported to have links with the abduction of John Solecki. However, he said, he is sure John Solecki is in Afghanistan.He said talks through back door channel are being held for the release of Solecki.Maj. Gen. Salim Nawaz said reports of 144 women’s going missing have no substance.


Pak, India foreign secretaries meet in Colombo


ISLAMABAD: Indian Foreign Secretary Shivshankar Menon has informed Foreign Secretary Salman Bashir that India would be responding soon to the queries raised by Pakistan in the context of the Mumbai incident.The issue was discussed in a meeting between Foreign Secretary of Pakistan Salman Bashir and his Indian counterpart Shivshankar held in Colombo on Thursday on the sidelines of the SAARC Standing Committee. The meeting, which was the first between the two foreign secretaries after the Mumbai incident, was held in a cordial atmosphere. High Commissioner of Pakistan to India Shahid Malik was also present. The two Foreign Secretaries exchanged views on broader issues of regional cooperation and agreed to continue their efforts to promote cooperation under the SAARC auspices. They affirmed the importance of promoting regional peace, stability and prosperity, according to a press release issued by the Office of FO Spokesman here on Thursday. The Foreign Secretaries also discussed various aspects of bilateral relations. They agreed to keep the official channels of communication open. Foreign Secretary Salman Bashir underscored the importance that Pakistan attaches to preserving the gains made in the Composite Dialogue Process. He reiterated the need to resume the process as soon as possible with the view to promoting substantive engagement on all issues including Kashmir, for establishing friendly and good neighborly relations.


PPP leadership meets, considers names for CM Punjab


ISLAMABAD: Pakistan People Party’s Central Executive Committee (CEC) meeting held here under the chairmanship of President Asif Ali Zardari on Thursday.The meeting reviewed the overall situation of the country including Punjab besides considering the names for the post of Punjab chief minister after the Supreme Court’s verdict.The CEC adopted a unanimous resolution resposing complete confidence on President Asif Ali Zardari.The resolution said that PPP would continue its struggle for the rights of people under the leadership of President Zardari.The unanimous resolution was adopted in the CEC meeting jointly presided over by the President Asif Ali Zardari and Prime Minister Syed Yousuf Raza Gilani.According to sources, the President said that Sharif brothers were disqualified by the Supreme Court and it was not correct to blame the center in this connection.According to a statement issued from the President House, the meeting reviewed the country’s present political situation arising after imposition of governor ruler in Punjab.The CEC members presented their suggestions and recommendations about governor rule in the meeting.“President Zardari will consult the members of Punjab’s provincial and national assemblies on Friday evening,” statement said. Sharifs disqualified, Punjab under governor rule


ISLAMABAD: Pakistan's politics took a dramatic, but not so unexpected, turn on Wednesday when a Supreme Court verdict to declare Nawaz and Shahbaz Sharif ineligible to contest elections or holding public offices brought thousands of opposition supporters on the streets in protest against the decision, and compelled the governing PPP's top leadership to put their heads together to draw the future strategy to meet the new challenge.

Within minutes of the apex court's short order, enraged members of Nawaz Sharif's PML-N in various cities of the Punjab took to the street, burning tires and police kiosks, and pulling down banners and posters of President Asif Zardari and other PPP leaders.

However, violence witnessed in Lahore, Gujranwala, Rawalpindi and many other parts of the Punjab during the day remained relatively contained as police avoided a direct confrontation with political workers.

But across the political landscape the atmosphere of confrontation appeared the obvious thing, and made it quite clear that the battle-lines between the PPP-led government and the opposition led by former Prime Minister Nawaz Sharif have been clearly drawn.

And if there were any doubts, they were soon cleared by the PML-N chief by his frank, candid, and quite terse remarks about the Supreme Court judges, and more so about President Zardari.

‘It’s not a judicial decision, but an edict’, Nawaz Sharif said, alleging that the instructions for such a move had directly come from the President. ‘It amounts to stabbing me in the back’.

The verdict also brought to the fore Nawaz Sharif's acrimonious politics of yesteryears as he directly targeted Asif Zardari and his past actions, and talked about the ‘plundered money’ being kept in the Swiss bank accounts.

Perhaps the most personal of the attacks was when he accused Mr. Zardari of using the Supreme Court to do away with the condition of graduation for standing in the elections as, according to Mr. Sharif, ‘Asif Zardari does not hold a university degree’.

Mr. Sharif also alleged that weeks before the Supreme Court's verdict Mr. Zardari offered a ‘deal’ in the form of a favourable court decision if they agreed to an extension given to Chief Justice Dogar.

Information Minsiter Sherry Rehman immediately rubbished the claim, calling it an ‘absolutely outrageous allegation’. She called for looking at the court's decision dispassionately, while admitting that the verdict has created a problem for the government in its efforts for reconciliation.

So surprising was the court's decision that even some of the government's known allies were either reluctant to comment on it or described it as a bad omen for democracy.

Senior members of Awami National Party were of the view that rather than the courts such matters be left for the politicians to decide, and Maulana Fazlur Rehman of Jamiat Ulema Islam (JUI) thought it may unnecessarily vitiate the political atmosphere in the country.

On the other side, and even when the top PPP leadership was evolve a strategy to deal wit the situation, President Zardari's pointman in the Punjab, Governor Salman Taseer was on the move, apparently eager to take on the PML-N leadership.

Even before the release of the detailed verdict, the governor exercised his authority under Article 129 of the Constitution to take charge of the province as its chief executive.

And the moment the federal government got the air that the PML-N leadership was planning to convene the Punjab assembly session, President Zardari stepped in to impose Governor's Rule for two months.

Even that didn't deter a defiant PML-N whose elected members gathered in huge numbers in the Punjab Assembly chamber for a ‘requisitioned session’, but it was later described by the government, as an unauthorised and illegal session.

As pointed out by many political observers, now there were all indications that in the days to come the political temperature was bound to rise, with strong possibility of the confrontation taking an ugly form, at least in the Punjab.

Pakistan's political history is littered with incidents of alliances falling apart and political friends turning into foes. However, analysts say never before such a formidable coalition formed soon after the 2008 general elections not only ended within a period of a few months, but in less than a year's its two major parties are on warpath, vowing to use all constitutional or unconstitutional methods to undermine, or possibly eliminate each other.

US detects double billing by Pak Navy


ISLAMABAD: A recent report by the US Government Accountability Office accuses Pakistan Navy of submitting duplicative charges for transport facilities it provided in aid of war against terror.

The duplicative charges were detected during an audit by the Office of the Defence Reprsentative at the US Embassy which pointed out that Pakistan Navy charged $19,000 per vehicle per month as reimbursement claims for a fleet of at least twenty passenger vehicles.

‘These claims appeared to contain duplicative charges for a fleet of fewer than 20 passenger vehicles,’ says the GAO report.

The report by the Government Accountability Office (GAO), titled ‘SECURING, STABILISING, AND DEVELOPING PAKISTAN'S BORDER AREA WITH AFGHANISTAN,’ contains details of re-imbursements made available to Pakistan's military.

According to the report, Pakistan's military has been the largest recipient of US funding from 2002 to 2008 with estimated 70 per cent of $12.3 billion going to the defence coffers as reimbursements or assistance.

The report reveals that of the total $12.3 billion assistance to Pakistan, Pakistan's military received $8.7 billion as reimbursements and assistance since 2002, an amount provided in addition to the covert funding provided for intelligence operations.

The report by the US Government Accountability Office raises serious questions about billions of dollars which Pakistan's Army claims it did not receive.

However, a two star general of Pakistan's military said, ‘Pakistan Army did not receive more than 10 per cent of the much talked about coalition support fund of $6.4 billion.’

However, if the details made public by the investigative arm of the US Congress are to be believed, there are serious differences over the payment issues between Pakistan's military and the US.

The $8.7 billion payments, which the report says were made to Pakistan's military to advance the US strategic goals in Pakistan, included $1.5 billion as foreign military financing and $6.5 billion as Coalition Support Fund (CSF).

CSF payments have been used since fiscal year 2002 to reimburse a broad range of Pakistani military operations, including navy support for maritime patrols and interdiction operations; air force support for combat air patrols, reconnaissance and close air support missions, airlift support, and air traffic control; army military operations in the Fata; and increased management requirements at the Joint Staff Headquarters.

Reimbursements have also been made for what the report says is Operation Al Mizan, a major deployment of the Pakistani army to combat Taliban and al Qaeda.

The report says Pakistan is the largest recipient of US Coalition Support Fund used to reimburse 27 coalition allies. But despite six years of US and Pakistani government efforts, al Qaeda has regenerated its ability to attack the United States and continues to maintain a safe haven in Pakistan's Fata.

As Pakistan's military claims it is yet to get a full re-imbursement of its coalition support activities, the GAO report highlights reasons for holding back some of the payments pending implementation of stringent verification procedures.

‘Where audits have been completed covering about $5.7 billion in military and development assistance, GAO and the Defense and USAID inspectors general have raised accountability and oversight concerns, such as the ability of the US government to work with the Pakistani government to validate the use of US funds,’ says the report.

The report says the US Defence Department did not obtain detailed documentation to verify that claimed costs were valid, actually incurred, or correctly calculated.

Citing an example, the report says that as of May 2008, the US Defence Department paid over $2 billion in Pakistani reimbursement claims for military activities covering January 2004 through June 2007 without obtaining sufficient information that would enable a third party to recalculate these costs.

To overcome the problems of accountability, the report says Pakistan and the US have agreed to meet every six months to discuss the issues relating to Coalition Support Funds. As part of the agreement, a new review of Pakistan's claims was to take place in the month of February this year.

The new measures for processing claims of Pakistan military to which the Pakistani officials have agreed to include: provision of a monthly operational summary of Pakistan Army, Air Force and Navy actions in support of US military operations; additional documentation and cost methodology information for the May 2008 claim; feedback on the proposed submission format within 30 days of receipt; and beginning with the May 2008 claim, provide additional information or documentation for all disputed claims within 90 days to substantiate claims deferred or disallowed by Office of the Defence Representative in the U.S Embassy, CENTCOM, or the Defense Comptroller.

The report points out that Pakistan has used Foreign Military Financing to purchase military equipment, such as Cobra helicopters, Harris radios, and upgrades to its F-16 fighter aircraft.

Interestingly the report points out that the US plans to train, equip and establish 16 new Frontier Corps units of about 650 personnel each has been delayed due to a deteriorating security situation in Frontier where the training centre had to be established.

Moreover, the US Defense Security Development Plan faces a shortfall of approximately $167.5 million, about 73 per cent of its funding goal for fiscal year 2009.

Lawmakers detained in police action at Punjab Assembly


LAHORE: Pakistani police Thursday detained around 30 provincial lawmakers during an angry protest against a court decision barring main opposition leader Nawaz Sharif from running for office, AFP reports.

Meanwhile, private television channels reported that protesting lawyers broke into the Governor's Annexe in Rawalpindi around noon on Thursday, damaging public property in the process.

The Supreme Court on Wednesday banned two-time former premier Sharif from contesting elections, and ejected his brother Shahbaz from his post as chief minister of Punjab, Pakistan's most populous province.

‘Police whisked away provincial assembly members who gathered outside the Punjab assembly building,’ Rana Mashhud, the regional parliament's deputy speaker, told AFP.

‘Police bundled the lawmakers into waiting vans and drove them to an unknown place.’ Female MPs were among those detained, he added.

Police in the eastern city of Lahore confirmed the detentions and said the deputies would be released.

‘We have detained around 30 assembly members for creating a law and order situation,’ police official Mohammad Ashraf said.

MPs from Sharif's Pakistan Muslim League-Nawaz (PML-N), the country's second biggest political party, sat outside parliament and chanted slogans against President Asif Ali Zardari, whom Sharif accused of orchestrating the ban.

Security officials locked the gates and laid coils of barbed wire to prevent entry to the building, also barricading roads as around 100 people, mainly deputies, staged the protest, witnesses said.

The MPs and PML-N supporters dismantled some of the barricades.

‘We are being denied entry. There is no law or regulation which can stop us from holding the assembly meeting,’ speaker Rana Iqbal told reporters.

The government has enforced governor's rule in the province.

The order grants full administrative and executive powers to the provincial governor, a member of the main ruling party, who is answerable to Zardari.

It also suspends the provincial parliament.

Taliban kill Afghan ‘US spy’ in North Waziristan


MIRAMSHAH: Taliban militants beheaded an Afghan in Pakistan's North Waziristan tribal region after accusing him of spying for the United States, local police said Thursday.

The 35-year-old man was kidnapped one week ago and his body found Thursday in Razmak some 65 kilometers south of Miramshah, the main town in North Waziristan, an official said.

'He was slaughtered overnight. His headless body was put on the roadside,' police official Munir Khan told AFP.

A note found on the body of the man, identified as Shafiq Gul, said he was 'spying for the US.'

'Whoever spies for the US will face the same fate. This is a gift to (US President Barack) Obama,' the note said.

Rangers called in five Punjab districts


LAHORE: Governor Punjab Salman Taseer called rangers in five districts including Lahore for maintaining law and order.

The Governor House sources said that besides Lahore, the contingents of rangers would also be deployed in Gujranwala, Faisalabad, Multan and Rawalpindi.

The rangers contingents will remain deployed in Punjab till the further orders.

The sources of the Governor House told that the objective of the deployment of rangers is to help the police in maintaining law and order in the province following the ineligibility of Sharif Brothers.

Filmstar Anjuman gets divorce


LAHORE: Former film star Anjuman has got divorce from her husband Mubeen Malik and the family court here on Thursday has issued a divorce degree to her.

On this occasion, Both Anjuman and Mubeen Malik were present in the court.

Sources said that the judge tried to make reconciliation among them in his chamber but Anjuman asked to divorce or kill her because Malik has been reportedly threatening on several times to murder her.

After getting the divorce degree, Anjuman took back her claims for right of dower (mehr) and expenses.

Six injured as fire engulfs Marriott hotel Islamabad


ISLAMABAD: The five-star Islamabad Marriott hotel, located at the footsteps of the famous Margalla Hills, has caught fire on Thursday.

According to details, the fire engulfed two floors of the building. Rescue workers have shifted six injured persons to hospital. Eyewitnesses said that explosions were heard before the fire broke out in the hotel.

Four fire tenders of Capital Development Authority (CDA) and other departments are trying to extinguish the fire.

The Marriott hotel was completely destroyed on September 20, 2008 when a suicide bomber rammed his explosive-laden truck into barriers at the Marriott hotel's main gate. The hotel was reopened after construction last month.

‘Concatenation’ opens at ArtScene Gallery

Farrukh Shahabs latest exhibition titled Concatenation opened at the ArtScene Gallery on Tuesday.

The 33 piece exhibit is a progression for Shahab, who says that after being engrossed in realistic portraits for over 20 years, he is now able to play with lines, creating figures the way he wants. His current body of work has many shades, all depicted in his trademark semi-cuboid forms. Apart from the usual oil on canvas work, there are also hosts of oil-on-board pieces. Some of these pieces are not just on flat boards, but his small cubes with distorted figures continue along the edges. These are small boxes, which are a more physical extension of his cubical paintings.

Another new element that Shahab has used is bright colours. Unlike past works, which used to be pretty dark with stark colours, this time he has used hues of blue, yellow, orange, green and red in his works.

Sirikan, a visitor at the gallery, and one who has been following Shahab’s art for long, said that the use of colours in Shahab’s work was quite balanced. “Blue is the opposite of yellow, and green is the opposite of red and orange, so he has been careful in using the opposites of the colours. It makes his work stand out, ready to jump off the wall,” she said.

Shahid Rassam an artist was happy that finally some colour had crept into Shahab’s work. Asif Ahmed, another artist found the body of work as a mixed bag. With some pieces brought delight, rest did not. The exhibition will continue till March 4.

NA sub-committee takes note of threats to Indus Delta

National Assembly Sub-Committee on Environment Convener, Marvi Memon, has said that the Indus Delta is a significant ecological system, and 10 million acre feet (MAF) downstream water of Kotri bridge is important to curb sea intrusion in the delta. She was speaking at the World Wildlife Funds (WWF) Indus for All programme office in Keti Bunder, Thatta.

Memon said that the sea has invaded about 1.2 million acres of fertile land in Thatta, and that more studies are required to document the current damage. She stressed the need to make all efforts to avert the crisis and save the remaining delta.

She said that socio-economic conditions of the people of Indus delta have been badly affected, as the sea intrusion has not only affected the ecology of the area, but people have also been deprived of their livelihood. She said that the fast-depleting mangrove forests would cause further degradation of this fragile eco-system.

She urged the banning of illegal fishing nets, as poor fishermen are being deprived of their only livelihood. She announced that a grant of Rs5 million from her MNA fund, which would be allocated for development schemes in Keti Bunder and Manchar Lake areas.

WWFs Indus for All Programme Coordinator Nasir Ali Panhwar highlighted that the Indus delta, being a Ramsar site, is home to a variety of fish, agriculture, livestock, mangroves, and is an abode of more than two million people. He added that receding water in Indus and increasing sea intrusion had caused resource depletion, which has left less opportunity for the area people. He said that all districts in Sindh, and those of the coastal belt in particular, should have a proper land use plan which is supported by legislation. He said that development work should be allowed under this plan to avoid depletion of precious land resources.

Panhwar suggested that the Indus delta rehabilitation programme should be initiated through an independent body, focusing on the revival of lost species, protection of environment, resettlement of people with opportunities of livelihood and long-term coastal zone management. He further said that the committee should recommend release of10 MAF water downstream Kotri immediately, while a rapid programme of social services including education, water supply and sanitation, micro credit, health, disaster preparedness and essential infrastructure should be initiated.

Indus for All Programme Keti Bunder Site Manager, Zahid Jalbani, informed the meeting about different initiatives being undertaken by the programme, including socioeconomic and ecological assessments, development of livelihood and natural resource management plans for the area. He said that a vocational center for women has been established in Keti Bunder, while provisions for wind and solar energy and mangroves rehabilitation have also been undertaken.

The committee was briefed about the rehabilitation projects activities, such as construction of thatched hut houses, provision of water tanker boat, fixed fiber water tanks and repair of fully damaged boats.

Earlier, the committee members visited the village Tippan in Hajamaro creek, where they observed the degradation of the delta. They also visited various initiatives of the WWF such as mangrove plantation, solar and wind energy system, women vocational centre and met the community to get insights about the problems being faced by them.

Member National Assembly (MNA) Tayyab Hussain, who is also a member of the sub-committee, was present at the occasion.

PML-N activists protest Sharifs’ disqualification

A large number of supporters of the Pakistan Muslim League-Nawaz (PML-N) staged a demonstration outside the Karachi Press Club (KPC) on Wednesday to protest the disqualification verdict of PML-N leaders Mian Nawaz Sharif and Shahbaz Sharif.

Demonstrators and activists of the PML-N chanted slogans against the Pakistan People’s Party-led government for orchestrating disqualification of the Sharif brothers through the apex judiciary. The PML-N Sindh leaders, including Saleem Zia, Sardar Rahim, Ali Akbar Gujjar, and Zain Ansari, addressed the demonstrators and lambasted the government for showing intolerance against the opposition.

The PML-N leaders said the apex judiciary had ruled against eligibility of Sharif brothers out of fear. They said that the Sharif brothers had always acted to strengthen national institutions instead of pursuing personal gain, and this was the reason they were being debarred from holding public office and do public service.

Speaking to the demonstrators, PML-N Central Information Additional Secretary, Sardar Rahim, said that the incumbent rulers were fearful of the planned lawyers long march next month. He was hopeful that that deposed Chief Justice of Pakistan, Iftikhar Chaudhry, would surely expose misdeeds of the authorities after being restored.

Leaders also said that pro-public policies of Shahbaz Sharif as Punjab chief minister, including lowering the prices of Roti, had provided much needed relief to the masses of the Punjab. They said that the Supreme Court’s decision to disqualify Shahbaz Sharif would hamper the party’s mission to provide socio-economic relief to the people.

Gilani sad over SC ruling on Sharifs’ case


ISLAMABAD: Prime Minister Syed Yousuf Raza Gilani has expressed his sadness over the Supreme Court verdict in Sharif brothers’ eligibility case.

Talking to journalists here on Thursday, Gilani said he was following the path of political reconciliation which was envisaged by Shaheed Mohtarma Benazir Bhutto. The prime minister said the Governor-rule has been imposed to fill constitutional vacuum in Punjab.

Gilani said he immediately phoned Shahbaz Sharif to express his sadness after the Supreme Court disqualified Sharif brothers from contesting polls. He said the third party could exploit the situation if reconciliation efforts did not succeed.

Armed men gun down 1 in Sohrab Goth


KARACHI: Unknown assailants’ firing has killed one in Sohrab Goth while a truck also came under fire at Nipa Chowrangi.

Unknown motor cycle riders opened fire on a 35 year old man, injuring him seriously. He was rushed to Abbasi Shaheed Hospital where he succumbed to his injuries.

According to police the deceased has been identified as Faridullah who was a resident of Frontier Colony.

LAHORE: The clashes between PML-N members Punjab Assembly and police underway in front of assembly building as police officials started members taken into custody.

Heavy police contingents have been deployed outside Punjab Assembly and members have been barred to attend the session.

According to reports, main gate of Punjab Assembly has been closed. PML-N members have tried to crush the gate of the assembly after which barriers have been placed at the entry and exit routes.

Police have also tortured the women members of PML-N and large numbers of women police contingents were also present to arrest the women assembly members.

The clashes between PML-N members and police underway till the last reports came in.

The session of assembly had been called on the requisition of PML-N. Spokesman of Governor Punjab said only governor would summon the session after imposition of governor rule, therefore, Punjab assembly’s session is unconstitutional and illegal.

PML-N to stage country-wide demos today


LAHORE: Pakistan Muslim League-N will be staging demonstrations across the country to protest the apex court’s verdict against Sharif brothers and the subsequent imposition of Governor rule in Punjab province.

PML-N has summoned the Punjab Assembly’s session for 10:00 AM today despite declaration of the Governor rule in the province.

The PML-N MPAs said if they failed to get permission to hold the session inside the Punjab Assembly, they will carry it out on the stairs of the building.

A meeting of PML-N will also be held under the chairmanship of Mian Nawaz Sharif in Raiwind in which new name for the post of chief minister of Punjab will be finalized besides chalking out of the future course of action.

Later, Nawaz Sharif will be heading towards Shaikhupura to address a public meeting.

Protest call has also been issued by the PML-N workers in all the major cities of the country.
